An Appeal to Implement the Bringing of Pepper Sprays and Anti-Rape Alarms

I n t r o d u c t i o n

          The streets are a dangerous place wherein people from different walks of life converge. As a result, street crimes have become prevalent over the years. According to the Philippine National Police Directorate for Investigation and Detective Management, theft, physical assault, and robbery/pick-pocketing were the most common crimes reported to local authorities in 2016 while some crimes that happen only periodically include kidnapping and rape.

Most of these crimes can happen anywhere, as long as you remain on public turf. Anyone can be a target as long as they tread the same path everyone else walks. While there are set laws provided by the government in order to counter crimes like these, more often than not, perpetrators are left unscathed and free. It’s either because victims are not aware of these violations being done or perhaps, victims can do nothing but remain silent to preserve their lives.

In a highly fast-paced region such as Metro Manila, street crimes are an everyday occurrence. Students are common targets to these since not every student has a private vehicle that they can use to commute to and from school. Additionally, school hours may extend until late into the night. When the deed is done, however, not every victim gets the justice they deserve. Therefore, instead of chasing after documents and individuals, students must learn to protect themselves and their items by any means. This is an appeal to the Department of Education to mandate the bringing of pepper sprays and anti-rape alarms by students in the NCR region.

P u r p o s e

​This petition aims to protect students, men and women alike, from rampant street crimes like theft, physical assault, robbery, pick-pocketing, kidnapping, and rape. Upon DepEd’s approval, students would become more aware of reacting appropriately to dangerous situations instead of falling prey to perpetrators. With protective devices at hand, students would also feel safer whilst commuting and would be empowered to protect themselves when the need arises. Silence on these issues would be broken and through this petition, we would be able to create a safer community where no one would ever fear being attacked on the streets.

D e s c r i p t i o n

​We, as petitioners, are going to conduct interviews by asking opinions on why and how these self-defense devices are going to be important in every high school student’s bags to the said scope. Second, we are going to make a petition using the petition site Change.org and promote our blogs to different social media sites and hopefully, start our change by addressing it on our very own school administrators to consider and review our said petition once our petition hopefully garners attention.

S u p p o r t

The regular cost of each rape alarm costs around 200 PHP (depending on the quality and brand) while a pepper spray ranges from 200-500 PHP; at most, it would cost 700 PHP per person. Although each school in Metro Manila would have to take into account the number of their total student population, the schools would have to raise at least 500,000 PHP In order to support this campaign. What DepEd can do is to approve of this campaign and possibly supply these anti-rape devices to the schools for a lower price in order to make the implementation easier and lighter to shoulder.
